Asst. Superintendent for the Jamestown Water Department

GENERAL DESCRIPTION
This is responsible highly skilled work in the operation and maintenance of the water division facilities
under the supervision of the Water Superintendent and the Public Works Director. This position will also
be responsible for the water treatment facility during weekend on call shifts and in the absence of the
Water Superintendent.


DUTIES AND RESPONSIBILITIES

  1. The Assistant Water Superintendent will be responsible for the distribution facilities for the water
    department.
  2. Operates, monitors and installs distribution equipment including but not limited to valves, pumps,
    distribution piping, fire hydrants, meters, services, and performs maintenance of buildings and
    grounds that affect the water distribution system.
  3. Responsible for the facility Cross Connection Control program and backflow device testing
    program.
  4. Must respond to emergency call after hours.
  5. During weekend on call shifts and in the absence of the water superintendent , this position will be
    responsible for the operation of the water treatment facility which will include testing condition of
    water entering filtration plant; adds or adjusts amounts of purifying chemicals, such as chlorine,
    alum and lime to the water supply; test water at town offices; operates and maintains all equipment
    including pumps, filters, valves, chlorinators, chemical feeders, computers, laboratory equipment,
    air compressors, blowers and computers.
  6. Performs laboratory analysis for process control, state reports and quality control and quality
    assurance requirements.
  7. Records statistical data on plant operations, process control, write print and/or interprets reports as
    necessary.
  8. Collects samples for analysis and prepare necessary paperwork and ship samples out to respective
    labs
  9. Assists in calibrating, modifying, or repairing instrumentation, control equipment, and test
    equipment including SCADA computer, programmable logic controllers, remote telemetry units,
    transducers, flow meters, recorders and electronic test equipment.
  10. Monitors chemical inventories and chemical feed systems and makes adjustments as necessary.
  11. Must be knowledgeable of utility regulation, operation, and management.
  12. Must have thorough understanding of professional skills required to maintain water supply, water
    treatment, and delivery systems.
  13. Must have knowledge of the operation of mechanical and electrical equipment used in water
    treatment filtration, pumping and distribution
  14. Must be able to generate innovative ideas, make important decisions and work harmoniously with
    staff at all levels.
  15. Must be able to communicate clearly and concisely both orally and in writing.
  16. Must be able to work the public and other employees.
  17. Performs related work as required.

JOB REQUIREMENTS

  1. Graduation from a four-year college/ university with courses in biology, chemistry, environmental
    science, and/or engineering desired for a minimum of five (5) years’ experience in the various
    divisions of a water supply’s system.
  2. Must be certified by the State of Rhode Island as a Class 2 Water Supply Transmission and
    Distribution Facilities Operator within 6 months of employment.
  3. Must be certified as a Class 3 Water Treatment Plant Operator or be an Operator-in-training within
    6 months and a licensed Operator within 18 months from the date of employment.
  4. Any equivalent combination of education and relevant experience can be considered

The employee is required to use hands and fingers to handle, feel or operate objects, tools or controls and
reach with hands and arms. The employee is frequently required to stand, walk, talk, see, hear, sit, climb,
balance, stoop, kneel, crouch, crawl, and smell.
This employee occasionally works in high or precarious places and is occasionally exposed to fumes and
airborne particles. There is a risk of electric shock and vibration. The employee must frequently life
and/or move up to 100 pounds and occasionally lift and/or move up to 300 pounds. Specific vision
abilities required by this job include close vision, distance vision, color vision, depth perception, and the
ability to adjust focus. The employee is required to use a boat for maintenance of the surface water
reservoirs. The employee is frequently exposed to toxic or caustic chemicals. The noise level in the work
environment is usually moderately loud.

Prudence Island Water District System Manager

Job Title: System Manager Type of Position: Part-time
Review: Once A Year

A. Job Description
The System Manager is responsible for one or more essential work tasks related to water distribution
operations, emergency services, field service, data collection, record keeping, leak detection, system
quality, infrastructure construction, infrastructure maintenance and repair, construction coordination,
and technical training.
This position will focus on ensuring efficient operations and management of a small public water
system, the implementation of distribution system upgrades mandated by the RIDOH, and the
completion of additional identified capital improvements as resources permit.
This is not a salaried position; it is a part-time position (ranging from 12-20 hours / week). The System
Manager must be available, however, to respond to emergency calls and arrange (or pre-arrange if
unavailable on-site) for appropriate operator staff response.


B. Reporting and communications.

  1. The System Manager reports to the Board of Directors. The PIWD Board normally meets
    monthly and expects a summary of progress and work each month to be sent in advance of the
    meeting.
  2. The System Manager will periodically be required to interact with customers, vendors, Federal
    and State agencies, consultants, and contractors and must conduct these interactions
    professionally.

C. Duties and Responsibilities.

  1. Ensure compliance with federal and state drinking water, public health, and safety regulations.
  2. Coordinate distribution system operations with contractors and engineers during construction
    projects. Participate in design development and design review of operational projects and
    capital improvements.
  3. Plan and perform and/or supervise, schedule, and direct the activities of part-time system
    operators engaged in water distribution system related operations, maintenance, and customer
    service activities.
  4. Recruit, interview, train, and coach system operation personnel. Together with an assigned
    Board member, conduct annual performance reviews and manage career development for
    operations staff. Proactively address all personnel issues and administer corrective action
    when appropriate.
  5. Develop strategies and plans to collect and analyze data and monitor results to assess the
    production, productivity, and quality efforts of assigned personnel.
  6. Ensure compliance with established standards to include system operations, maintenance,
    construction, water disruptions and outages, and customer service. Direct the development
    and implementation of plans and programs to improve the efficiency of System, maintenance
    and customer service activities including work method improvements, quality and productivity
    goals.
  7. Prepare and administer an annual operations and maintenance budget.
  8. Attend and participate in professional group meetings. Become knowledgeable in current and
    possible future policies, practices, trends, technology, and information affecting the
    organization.
  9. Participate in the development and implementation of goals, objectives, policies, and priorities.

D. Minimum Qualifications

  • Bachelor’s Degree from an accredited college or university in Business Administration,
    Engineering, or science-related field.
  • Minimum eight years of related work experience and two years of supervisory experience.
  • Any equivalent combination of certifications, education, or experience that provides the
    required skills, knowledge, and abilities for the position.
  • Must be able to possess and maintain a valid driver’s license and have a satisfactory driving
    record.

    o Disinfection and Distribution System Water Quality Certification
    o Water Treatment Plant Operator’s Certification (2T or higher)
    o Cross Connection Surveyor Certification (preferred)

F. Performance Review and Compensation
Two members of the Board appointed by the Moderator forms the Personnel Committee. This
Committee reviews the System Managers’ performance each year and recommends compensation to
the Board. Compensation includes salary, the employer’s share of Social Security/Medicare and
employer contributions to the employee health insurance and retirement plan (if applicable).

Deputy Director of Water Supply

The Town of North Kingstown, RI (population 26,000) located on scenic Narragansett Bay seeks qualified applicants for position of Deputy Director of Water Supply.  Water system is medium sized, and groundwater supplied.  Source of supply includes 11 wells (180 to 1,400 GPM) located in 3 aquifers, 5 storage facilities with 181 miles of distribution system piping and approximately 10,200 service connections.  Responsibilities include:  

  • Assisting the director in the oversight of the Department of Water Supply and Wastewater Management District
  • Performing various types of sampling and data workup
  • Attending advisory committee meetings
  • Maintaining facilities’ record keeping.
  • Working with the public in resolving various issues

Required for interested candidates:

  • Experience operating in a municipal water system
  • Experience in sample collection
  • Familiarity with relevant federal and state drinking water quality regulations
  • Ability to prepare and update various types of written documents and spreadsheets
  • Strong communication skills and is comfortable talking with the public
  • Within 6 months of employment must possess and maintain Rhode Island Treatment Operator II and Distribution III licenses, or at the least licenses equal to that required by State. Having these licenses, certifications at time of application preferred.
  • Bachelor’s degree in applicable field       

Salary: $75,000 – $85,000 and is commensurate with experience.
